The following aims and objects will be performed by the organization on the basis of non-communal feeling. Non profit making, literacy, scientific & charitable etc.

1. The organization is to improve the condition of the rural libraries and rural people through the every rural library in Assam and increase the number of readers in rural and backward Society.
2. Propagate the library services in Assam through conference, seminar, book-exhibition, training etc.
3. The Organization is to form sub divisional Association by the libraries situated at different blocks of the sub divisions and the state organization will be formed by the sub-divisional association.
4. Full co-operation to the rural libraries for its development.
5. Provide legal instruction and proposal to the government for formulation of a library Act by State Govt. for the improvement and preservation of the rural libraries.
6. Make a way for offering some encouraging award to the social workers who have rendered for the deeds of Social Welfare through this library organization of the other social organization of this level.
7. Acquire permanent land & building setting up of an office and other furniture and fixtures for official use.
8. Adopt necessary measures for removal of illiteracy from the backward society through the services of rural libraries.
9. Make formal way for the progress of the children and women.
10. The necessary step will be taken for the welfare of women and children, weaker section., improvement of local resource, establishment of local industries welfare of handicapped persons, health education, drugs and prohibition, improve the communal harmony.
11. Loan and grant will be taken from any Govt. and individual Sectors for the interest of weaker section if necessary. Foreign contributions will be accepted if permission can be obtained from the Central Govt.
12. Adopt Need Base Welfare programme for SC/ST and other backward classes to improve the Economic, Culture, Health & Environment Education etc.
13. All the Schemes regarding development of the Society concerned will be implemented by 1985 organization where necessary.
14. Relief programme will be taken in respect of victim people by flood. Dought erosion etc o) Adopt necessary programme for welfare of animal, preservation of water, Forest. Wasteland Development as per need. All the schemes regarding development of Society concerned will be implemented by the organization where necessary.
15. To adopt necessary development activities for welfare of older person specially SC, ST & back ward classes. In this regards Santha will be implemented various welfare scheme under State and Central Govt. where necessary.
16. The necessary programme will be implemented in different districts of Assam for all-round development of the disable children and persons. In this regards the Santha will be submitted necessary project proposal to Govt. of Assam and India and also own resources. The Santha has also will be followed person with disability Act. 1995 adopted by the Govt. of India.
17. To adopt necessary preventive measures of deforestation activities. Moreover necessary step will betaken for land development programme, wild life, plantation, water preservation etc.
18. For health and mental and physical development the training programme of Yoga will be introduced in each District of entire state through the branch organization of the Santha. The necessary project proposal will be submit to the State and Central Government for financial assistance. The training programme will be imparted to the children, women, youth, school, teachers, anganwadi workers and also other interested persons.
19. Consumer's Protection Activities will be implemented through workshop/seminars, rally and awareness meeting street programme etc. As per act of the consumer club will be formed for popular consumer services in different schools of the state.
20. Necessary programme will be adopted in different district of entire state for promotion and preservation of language, culture, literature. Also heritage place and also tourism programme will be implemented if necessary.
21. To adopt various development activities for the welfare of Child Labour, Street Children and also Women Labour for all round development.
